Russell Hardy, Executive Chairman

Russell Hardy is a highly experienced and respected Chair in the UK healthcare sector, with a career spanning both the commercial and charitable domains. He began his professional journey at Unilever PLC as an economist before qualifying with CIMA and joining Deloitte as a Strategy Consultant. At Deloitte, he became the youngest Senior Manager in the firm’s history and led their internal consultancy unit, reporting directly to the Partnership Board. Russell went on to join Kingfisher, working within Archie Norman’s leadership team across B&Q and Comet. At Comet, he served as Deputy Finance Director, later moving on to become Financial Planning Director at Safeway PLC (now Morrisons PLC), before being promoted to Trading Director of its Fresh Food division.


He was subsequently approached by CVC Capital Partners to lead their UK optical business, Dollond & Aitchison, successfully steering it to a trade sale. Following that, he served as Group Chief Executive of Blacks Leisure PLC before transitioning in 2007 into a dedicated non-executive career. His board leadership experience is extensive. He founded and chaired Hunters Moor Neurorehabilitation Ltd (sold to Sovereign Capital), chaired The Robert Jones and Agnes Hunt Orthopaedic NHS Foundation Trust, and served as Chair of Nuffield Health - one of the UK’s largest trading healthcare charities - for a decade. In 2015, Russell acquired Fosse Healthcare, overseeing its growth from £2.5 million to over £30 million in annual turnover. He currently chairs Fosse Healthcare and four NHS Trusts: South Warwickshire, George Eliot, Worcestershire Acute, and Wye Valley - making him the longest-serving continuous Chair in the NHS. 


Volt Sacco, Chief Executive Officer & Chair of the Derby, Nottingham and Nottinghamshire Care Associations.


Volt Sacco is a technologist by background, holding a Master’s in Programme and Portfolio Management from the University of Manchester. His career spans multiple sectors—including banking, engineering, defence, telecoms, and healthcare - where he held senior leadership roles focused on strategic change and enterprise-wide transformation. Since joining Fosse Healthcare as CEO eight years ago, Volt has led the organisation through significant growth and reinvention. Under his leadership, Fosse has scaled by a factor of seven and evolved from a traditional staffing agency into a fully digital, service-led provider supporting complex children’s services, younger adults, and older adults. His leadership is grounded in the belief that people are an organisation’s greatest asset, with a strong focus on coaching, relationship-building, and workforce development.


Alongside his role at Fosse, Volt serves as Chair of both the Derby Care Association and the Nottingham & Nottinghamshire Care Association, collectively representing over 600 independent and charitable care providers. He also sits on the Nottingham Integrated Care Partnership, contributing to the strategic development of integrated health and social care across the region. Recognised for his integrity, approachability, and drive, Volt brings agility and purpose to every role he undertakes.
 


Sabrina Sacco, Chief Operating Officer

With over 30 years of experience in health and social care, Sabrina has dedicated her career to supporting individuals with complex needs across a wide range of settings. Beginning her journey at just 16 as a care worker, she quickly developed a deep-rooted commitment to making a meaningful difference in people’s lives. Progressing into leadership, she spent a decade as a Registered Manager, overseeing services for adults and children with learning disabilities, complex needs, and behaviours that challenge.
 

For the past 20 years, Sabrina has held senior management and director-level roles, leading diverse operational teams and developing innovative services for both older adults and younger people requiring complex care. Her leadership is defined by a commitment to building resilient teams, driving sustainable growth, and delivering consistently positive outcomes.


Since joining Fosse Healthcare as Chief Operating Officer 10 years ago, Sabrina has played a pivotal role in transforming the organisation. What began as a single Leicester-based agency staffing provider has grown into a multi-division care provider delivering high-quality, regulated services across the Midlands. This growth has been achieved through a relentless focus on quality, innovation, and person-centred care. Sabrina’s core strength lies in building high-performing teams and establishing new services with the foundations needed for long-term success.


Robert Bain, Clinical Lead

Robert Bain brings over 30 years of experience in senior clinical, operational, and strategic roles across the NHS, social services, and the private sector. A Registered Nurse, Psychotherapist, and Behaviour Therapist, Robert has worked extensively across both adult and children’s services, with a strong focus on learning disabilities and mental health. Throughout his career, Robert has demonstrated a consistent ability to design, commission, and scale specialist services that meet complex needs while driving sustainable business growth. His deep understanding of the clinical and commercial dimensions of the care sector—particularly within complex care—has enabled him to identify market gaps and develop innovative, responsive solutions.


As Clinical Director at Fosse Healthcare, Robert has played a pivotal role in establishing Fosse Support Services as a trusted and high-performing provider. His leadership combines clinical rigour with strategic insight, ensuring that every service is both therapeutically robust and commercially sustainable.


Kim Hardy, Physical Wellbeing Lead


Emma East, Director of Operations, CQC Nominated Individual

With over 25 years of experience in the care industry, Emma began her career as a care worker, gaining invaluable firsthand insight into the needs of both clients and frontline staff. She went on to hold a series of senior roles, progressing from Registered Manager to Area Manager and then into Director of Care, building a strong foundation in operational leadership, compliance, and quality assurance.


As Director of Operations and the organisation’s CQC Nominated Individual, Emma draws on this depth of experience to lead with empathy, champion service excellence, and drive sustainable growth. She is passionate about developing high-performing teams and systems that prioritise compassionate, person-centred care—ensuring the highest standards for both those receiving support and those delivering it every day.
 

 


Dave Hancox, Director of Children's Services & Ofsted Responsible Individual

Dave holds a BA (Hons) in Arts in Healing and Learning with Drama, an NVQ Level 5 Diploma in Leadership for Health and Social Care and Children and Young People, a Cert HE in Applied Social Work, and is accredited by the Institute for Leadership and Management. With over 25 years of experience, Dave has worked across Derby City, Derbyshire, and Staffordshire, leading the establishment and management of children’s homes and SEND schools (Special Educational Needs and Disabilities). His focus has consistently been on supporting children and young people with severe learning disabilities, communication difficulties, and associated challenging behaviours.


Dave is deeply committed to developing a skilled and confident care workforce. He has worked in partnership with the University of Derby to co-develop professional training courses for carers and was instrumental in establishing a Leadership Academy aimed at nurturing the next generation of care leaders. He also contributed to the University’s Applied Social Work degree as a practice assessor, supporting the development of future practitioners. In addition to his operational and educational roles, Dave has served as an Independent Visitor to Residential Special Schools, providing independent oversight and promoting best practice across the sector.
 


Liane Baines, Head of Operations for Complex Services

Liane brings over 30 years of experience in the care and support sector, including 19 years within the NHS and the past decade with Fosse Healthcare. Throughout her career, she has held a broad range of operational and leadership roles - from Support Worker and Team Leader to Registered Manager, Area Manager, Head of Quality, and Trainer - giving her a deep, hands-on understanding of service delivery at every level.


In her current role as Head of Operations for Complex Services, Liane oversees a large multidisciplinary team and leads the operational and quality performance of complex care services across three geographical areas, collectively delivering over 8,000 hours of support each week. Her focus is on ensuring the highest standards of person-centred care, positive outcomes for service users, and a culture of continuous improvement across teams. Liane is passionate about developing a skilled and values-driven workforce. Coaching and training have remained a key part of her leadership approach, supporting staff across all levels to grow and deliver outstanding care. Her commitment to quality, accountability, and service excellence underpins everything she does—and is central to the continued success of the services under her remit.


Kishan Kotecha, Director of Finance

Kishan joined Fosse Healthcare in 2022, bringing over a decade of experience in the healthcare sector. A Fellow of the Institute of Chartered Accountants in England and Wales, Kishan trained and qualified with a top 10 accountancy firm, developing deep expertise in financial management, strategic planning, and commercial leadership. He holds a BSc (Hons) in Finance, Accounting and Management, and combines a strong technical foundation with hands-on sector insight to drive operational efficiency and sustainable growth at Fosse. Kishan has a nuanced understanding of the economic dynamics across the care landscape—from community-based older adult services to complex care for children and younger adults. At Fosse Healthcare, Kishan plays a key role in shaping the organisation’s financial strategy, supporting innovation and long-term resilience across its service portfolio.
